To compensate for crop loss, the Authority guarantees an annual annuity payment for 10 years disbursed post-harvest. Dry Land: ₹30,000 for the first year with an annual increase of ₹3,000/year. Jareebu Land: ₹50,000 for the first year with an annual increase of ₹5,000/year. Note: Assigned Land Category IV (POT resumed) and Category VI (encroachers) are statutorily ineligible for annuity.

What is the Jareebu land criteria under the Land Pooling Scheme?

To be classified as Jareebu and qualify for 450 Sq. Yards commercial land and ₹50,000 annuity: 1. Land must be situated along the Krishna riverbanks. 2. Ground water table must be accessible at less than 50 feet depth. 3. Must feature alluvial soils supporting wet double or multiple crops year-round. Lands drawing water from Jareebu zones through pipeline extensions, lifts, or unregistered sources under the AP Water Tax Act 1988 do not qualify.

I have orchard/garden crops on my land. Do I receive a special bonus?

Yes. If your land contains established commercial orchards (such as lime, sapota, guava, amla, or jasmine/malle), you are entitled to a one-time crop compensation bonus of ₹1,00,000 per acre under the 2025 Rules (a 100% statutory increase from the ₹50,000 under the 2015 rules).

What social security benefits are provided to landless agricultural families?

For landless poor families whose livelihood is impacted by cessation of farming: 1. A monthly pension of ₹5,000 per family is guaranteed for 10 years (doubled from ₹2,500 under 2015 rules). 2. Mandatory annual inflation indexing linked directly to the Consumer Price Index for Agricultural Labourers (CPI-AL). 3. One-time agricultural crop loan waiver of up to ₹1,50,000 per family executed for eligible passbook holders.

What is the Land Pooling Ownership Certificate (LPOC), and is it a secure title?

The LPOC is a statutory title document issued under Section 57(4) of the APCRDA Act. It serves as conclusive, final, and legally binding proof of title, ownership, and physical possession over reconstituted plots. It grants unfettered marketable rights to sell, mortgage, gift, or lease. Under Sections 107 & 108 of the RFCTLARR Act 2013, the LPOC is legally recognized as an award passed in lieu of compensation.

Will I have to pay Stamp Duty or Registration Fees when surrendering land or receiving plots?

No. Under Section 96 of the RFCTLARR Act 2013 and Section 51 of the APCRDA Act, the entire land pooling process is 100% exempt from transaction taxes. Surrendering land (Form-III) requires zero stamp duty. Receiving the LPOC is completely free of registration fees. The Authority directly registers the LPOC with the Stamps & Registration Department (AP IGRS), generating a Document Number that automatically updates the Encumbrance Certificate (EC) at zero cost.

Are there any other tax exemptions when I build on or develop my returned plot?

Yes. When the original landowner develops their reconstituted plot (individually or through a developer agreement), the state grants a one-time statutory exemption from: 1. Stamps and registration fees on the first developmental transfer. 2. Non-Agricultural Land Assessment (NALA) agricultural-to-non-agricultural conversion fees. 3. Development charges payable under municipal planning laws.

Can I sell my pooled land before the physical plots and LPOC are issued?

Yes. If you need to sell after submitting voluntary surrender but before LPOC issuance, you must apply for a No Objection Certificate (NOC) from the Competent Authority. The purchaser must execute a written consent agreement confirming they accept all terms of the LPS and will abide by the original irrevocable land surrender.

How are the developed plots allocated to farmers to ensure fairness?

Plot allotments are executed via an automated e-lottery developed by APOnline Limited (a Joint Venture of GoAP and TCS) and audited by the STQC Directorate (MeitY, Govt of India). It utilizes Microsoft SQL Server NEWID() for dynamic pseudo-random row numbering. To prevent tampering, intermediate results are never stored in mutable database tables, but output dynamically as front-end PDFs with timestamp, watermark, and 64-bit encryption.
