Under Sections 55, 56, and 57 of the APCRDA Act 2014 and Rule 19 of the 2025 Rules, land pooling is executed across 4 mandatory gazetted notifications in the Extra-ordinary issues of the Andhra Pradesh Gazette.
Initiated by the Commissioner or Competent Authority earmarking the specific area proposed for pooling. Opens a mandatory 30-day window for landowners to submit objections (Form-9.2 or Telugu equivalent) or surrender consent (Form-I).
If public hearings and oral enquiries reveal valid planning or administrative concerns, the originally notified boundaries are formally modified and published as a finalized boundaries notice.
The Authority publishes the draft scheme detailing the proposed layout of reconstituted plots, earmarked public infrastructure, and land reservation percentages (roads, parks, utilities) in accordance with Section 44 and Section 53.
Published within 180 days of the initial declaration of intent. Upon its publication, all pooled lands vest absolutely in the Authority free from all encumbrances.
