Rule 15: Civil Court Powers & Form 9.32 Checklist
Under Rule 15, the Competent Authority possesses the judicial powers of a Civil Court under the Code of Civil Procedure, 1908 (CPC) to issue summons (Form 9.32) and compel production of 6 mandatory documents:

Rule 16: Statutory Dual-Tier Appeals Hierarchy
To prevent administrative overreach, Rule 16 provides an expeditious two-stage appellate ladder with strict 30-day filing limits:
Any person aggrieved by any decision or order of the Competent Authority for Land Pooling (Deputy Collector) may file a statutory appeal before the Commissioner.
Any person aggrieved by an order passed by the Commissioner in appeal may prefer a second appeal before the State Government whose decision shall be final.
Rule 9(6): Reconstitution Architectural Standards
Reconstituted plots are generated strictly conforming to modern geometric urban planning parameters:
- Plot Shape & Form: Regular and rectangular shape, avoiding odd polygons or unusable acute angles
- Frontage-to-Depth Ratio: Normally maintained between 1:1.5 to 1:3 for optimal building orientation and street frontage
- Public Street Access: Every single reconstituted plot must have direct, unobstructed frontage to a planned public street
- Allocation Proximity Rule: Reconstituted plots returned as near as feasible to the original pooled land, or strictly within a 5 km radius
- Multi-Parcel Consolidation: Multiple fragmented parcels of a single owner across different locations pooled together into unified plots (Schedule II(1)(h))
- Joint Allotment Option (Form 9.18): Co-owners or family members may jointly apply under Form 9.18 to receive a larger combined commercial or residential plot
Rule 5(7): Automatic CLU & Conservation Exclusions
Land use automatically converts to urban zoning upon pooling without CLU conversion charges. However, automatic CLU strictly DOES NOT apply to:
- 🚫 Bio-conservation and environmentally protected ecological corridors
- 🚫 Water bodies, riverfront buffers, natural streams, tanks, and irrigation lakes (Cheruvulu)
- 🚫 Reserved flood buffer zones along the Krishna River
- 🚫 Reserved forest lands and notified eco-sensitive plantations
