STQC Directorate Software Security & Integrity Certificate

The Standardisation Testing and Quality Certification (STQC) Directorate under MeitY tested the MS SQL Server pseudo-random number generator (NEWID()). The audit verified zero human intervention, confirming that neither ministers nor CRDA officials could manipulate plot allotment sequences.

5-Stage Public Lottery Verification Protocol

1. Master Data Freezing

Farmer Master and Plot Master locked prior to lottery run. Validation script confirms 1:1 parity between applicant entitlements and available layout plots.

2. Sequential Allocation Grouping

Online system organizes data by Sub-category, Township, Sector, Colony, Block, and Plot Number. Identifies single-opted vs multiple contiguous opted plots.

3. Mandatory Public Trial Runs (1 to 10 Runs)

Under supervised control of the Plot Allotment Committee (chaired by Joint Collector), between 1 and 10 trial runs are executed live before landowners to build community consensus. Results stamped with bold "TRIAL" watermark.

4. Final Lottery Run & Digital Sealing

Executed by public representatives/citizens invited to trigger the run. Output cryptographically signed with 64-bit encryption, locked, and published within minutes on the APCRDA portal.

5. Instant QR Code LPOC & SMS Alert

Every farmer receives an immediate SMS with allocated Plot Code. Land Pooling Ownership Certificate (LPOC) issued with encrypted QR code containing Aadhaar, Plot Code, and Village.

🔒 Zero-State DB Design

To eliminate risks of offline SQL table tampering, the engine does not store lottery run results in mutable database tables. It renders dynamically as a secured front-end PDF with server timestamp, watermark, and 64-bit encryption.

🧭 Veedi Sula (Road-Hit) Exclusion

To protect landowners from adverse Vasthu, any plot identified by the Planning Department as "road-hit" (veedi sula) is algorithmically excluded from the lottery pool and never allocated to farmers.

⚖️ Joint Collector Supervised Runs

Under the Plot Allotment Committee chaired by the Joint Collector, 1 to 10 live public trial runs are conducted in front of villagers to build total consensus before the final irrevocable execution.

🏛️ Revenue Village Boundary Lock

Every farmer is guaranteed returnable plots within their ancestral revenue village boundaries. Dry returnable plots are never pushed into Jareebu or vice versa.

Nelapadu Pioneer Lottery Milestone (25 June 2016)

Nelapadu was chosen as the pioneer revenue village to demonstrate transparency to all capital region farmers. A massive 12' x 12' master layout was erected in the village center. Following multiple public trial runs where farmers checked mock allotment lists watermarked "TRIAL", the final lottery was triggered. Instant SMS alerts notified farmers of their assigned plot numbers, and physical QR-coded LPOC certificates were handed over on stage.
